Technical Proposal Writer: Information Technology and Professional Services is responsible for developing a set of proposal content that meets compliance and quality standards. The incumbent develops proposal content in coordination with the proposal manager and proposal team.


ESSENTIAL DUTIES AND JOB FUNCTIONS: Review and interpret Request for Proposal (RFP) requirements to develop comprehensive and compliant proposal outlines and writing templates. Collaborates with the Proposal Manager, Capture Manager, and other proposal writers to brainstorm strategy and approach and ensure decisions are captured in proposal outlines, templates, and other documents. Conduct comparison analysis between RFP and amendments and update proposal documents with revised requirements and strategy as necessary in collaboration with Capture Manager. Leads the development of assigned proposal sections, to include:

Initiate and conduct research on the topic to assist strategy and technical development and present findings to the Proposal Manager. Evaluate current model against narrative requirements to determine additional resources needed to complete sections of the proposal, including specific subject matter expert needs. Develop templates, proposals and other management documentation as required to complete assigned tasks. Lead and conduct objective interviews in a variety of ways by assessing the capabilities of subject matter experts and adapting interview techniques. This can include email, phone, and in-person interviews. Write and edit original text, boilerplate design, and rewrite third party contributions to meet RFP requirements, with attention to crafting a narrative consistent with requirements, including strategy, compelling to the reader, and meeting Chugach standards. Perform detailed compliance analysis between RFP requirements, listing suggestions written by other authors and providing feedback to ensure a compliant final product. Copy editing for grammar, spelling, factual accuracy, clarity, and Chugach standards. Format documents in Microsoft Word, Excel, PowerPoint, Publisher, Adobe InDesign, and Acrobat according to RFP requirements and Chugach standards and provide the proposal manager with final, print-ready documents. Maintain organized files and drafts of work in appropriate locations and in accordance with Chugach standards.

Directs the production and packaging of presentation documents for formal reviews, when assigned. Assists the Proposal Manager in developing the Review Team’s evaluation package, analyzing proposed review changes, and leading all Review Team changes in assigned proposal sections. Assists the Proposal Manager in all proposal production activities, including directing production activities for assigned quantities or departments. This includes assembling folders, printing large documents, and ensuring accuracy in the final product. Proposed research and drafts independently of assigned proposals. Leads or participates in additional projects, such as maintenance of the department’s office manual, style guide, and standard archiving. Support marketing efforts and related business leads as assigned including supporting operational sites on a temporary basis. Can act as bidding manager on a specific type of opportunity and assist the bidding manager with must-win opportunities. Job requirements

Is mandatory:

Four (4) years of relevant experience. One (1) year in a proposal writing position for federal government clients or equivalent experience in another proposal writing area. Four (4) years to support technical operations work, including technical services, information technology, logistics, and professional services.
